1903 August – Board of Works approved a request to “grade Charles from Clark Drive to Woodland Drive.” i

1904 June – The Board agreed to open Charles from Clark Drive to Park Drive. ii

1904 October – A.A. McLeod and others asked for the blasting of two stumps on Charles Street near Park Drive. The Board agreed that the foreman should blast out the stumps. iii

1905 February – A.A. McLeod asked for a plank walk on the eastside of Park Drive from Grant St to Charles Street and 72’ on Charles. The work was approved.iv

1905 June – Under By-Law 508, Charles Street was ordered to be graded and rocked between Park Drive and Clark Drive at an estimate of $787.50. Between October and December, $381.06 was spent on labour.v

1905 August — Mary McPherson and others asked for a 3-plank sidewalk on the south side of Charles Street from Park Drive to Woodland. The Board approved the work for $115.vi

1906 July – A trail was cut on the south side of Charles Street between Salsbury and Victoria Drives “for water pipes.” The work was handled by the chain gang. vii Later that month, Charles was opened between Park Drive and Victoria, also by the chain gang. viii

1906 December — Peter Richards wrote to the Board of Works asking “your engineer to rough clear Napier from Victoria Drive to Lakewood Drive along Napier Street to enable me to draw lumber onto Lot 22, block 33 … on which property I am proceeding to build and at present I have no means of access forward of a track.” ix

1907 March – Dr. Jeffs asked that stumps be blown out at Salsbury and Charles. The work was handled by George Freeman’s crew and was completed on 30th March. x

1907 May — P.J. Foran wrote to the Board: “I have two lots on Charles Street, block 44. I want to put two houses on them, it is useless to do so before the street is opened up from Park to Salsbury Drives, as the appropriation was made some time ago, I would like to know the cause of the delay.” Albert Ross wrote that “having bought three lots on Charles Street, between Park & Salsbury, at the time the appropriation was made, I have been patiently waiting to see it started …”xi

1907 July – 6’ concrete sidewalk proposed for both sides of Charles between Clark Drive and Victoria Drive. Estimated cost $5,862.71 with city paying $284.05. xii

1907 August — The Grandview Progress Association unanimously passed a resolution “that the Council be urged to open Charles Street east to Lakewood Drive, and 2nd Avenue east from Park Drive to Victoria Drive.” Twenty-two other residents wanted to “draw your attention to the necessity of giving us access along Charles Street from Victoria Drive to Lakewood drive … we do not ask for the grading of the street the full width at the present time, but we do ask that part of the street be cleared by the expenditure of a couple of hundred dollars.” xiii

1907 September — Seven residents petitioned the Board that “a three-plank walk be put down the south side of Charles Street from Park Drive to Victoria Drive, with a crossing on Salsbury Drive.” This was approved and the sidewalk was laid with the work completed on 19th November. xiv

1907 October – The chain gang cut a trail along Charles from Victoria to Lakewood. xv

 Charles Street – Park Drive to Cotton Drive $83

 Charles Street – Victoria Drive to Lakewood $172

 Woodland Drive – Graveley to First $53

1907 December — J Lennox Wilson wrote to the Board: “Kindly do what you can towards having Charles Street opened from Victoria Drive to Lakewood Drive at as early a date as possible. I have built a house and am living in it on lot 7 on the north side of the street and I am building another house on lot 16 in the same block. There are several other families living in this block also besides new house being built … Now that the wet weather is here the old skid road from Bismark Street is almost impassable.”xvii

1908 March – 3-plank sidewalk was laid on the north side of Charles between Victoria and Lakewood Drives. The work was completed on 7th April.xviii

1908 December – 3-plank sidewalk was laid on the north side of Charles between Salsbury Drive and a point 110’ east. The work was completed on 8th January 1909.xix

1909 July – 3-plank sidewalk was laid on the south side of Charles between Clark Drive and a point 100 east of Odlum Drive. The work was completed on 19th August.xx

1909 August – 3-plank sidewalk was laid on the north side of Charles between Odlum and Woodland Drives. The work was completed on 14th Octoberxxi

1909 October – 3-plank sidewalk was laid on the north side of Charles between Park and Cotton Drives. The work was completed on 20th November.xxii

1912 June – 6’ concrete sidewalk is proposed for both sides of Charles from Victoria Drive to Lakewood Drive at a cost of $2,608.50 with the city paying $123.84.xxiii

1912 June – 6” concrete curbs proposed for both sides of Charles street between Victoria and Commercial Drives at a cost of $1,219.50 with the city paying $133.42.xxiv
